Gurugram – Police in the Indian city of Gurugram, in the state of Haryana, have arrested a 29-year-old deaf and non-speaking man on suspicion of sexually assaulting and raping a woman with similar disabilities. According to police, the man allegedly lured the woman to Gurugram with a false promise of helping her find a job.
The woman initially filed a complaint with the police in Lucknow, where a so-called Zero FIR was registered. The case was subsequently transferred to the police station with jurisdiction in Gurugram. Police arrested the suspect on October 8, 2026. He is currently in judicial custody, while investigations are ongoing.
Contact Through Instagram
According to police, the woman and the accused first became acquainted through the social media platform Instagram.
Both individuals have hearing and speech disabilities. They had reportedly met previously at an event for deaf and non-speaking people in Lucknow.
Following that meeting, they apparently remained in contact. The man later allegedly offered to help the woman find employment.
For the woman, the offer appeared to be an opportunity to secure a job and improve her professional circumstances.
According to the police account, the man invited her to Gurugram, promising to help her find employment.
The woman travelled to Gurugram on February 14, 2026.
Allegation: Woman Was Drugged
According to the woman’s complaint, the man initially took her to his accommodation.
There, he allegedly offered her a cold drink. The woman claims that he had previously mixed an intoxicating substance into the beverage.
After drinking it, she allegedly came under the influence of the substance.
According to police, the woman has accused the man of raping her afterwards.
Another particularly serious allegation concerns threats allegedly made after the incident. The man reportedly threatened to kill her if she told anyone about what had happened.
The woman was allegedly left extremely frightened by these threats.
These details are based on her police complaint. Whether all the events occurred as described will have to be established through further investigations and, if applicable, court proceedings.
Woman Files Police Complaint in Lucknow
The woman initially approached the police in Lucknow. Her complaint was registered at the Hazratganj police station.
The police used a special procedure known as a Zero FIR.
A Zero FIR is a special mechanism under Indian law that allows a person to report an alleged crime at a police station regardless of where the offence is believed to have taken place.
Under normal circumstances, a police complaint is registered at the station responsible for the geographical area in which the alleged offence occurred.
A Zero FIR provides an exception. Victims can approach another police station, which must initially register the complaint even if the alleged crime occurred elsewhere.
This procedure is particularly important when people need immediate assistance or do not know which police station has jurisdiction.
The case can subsequently be transferred to the appropriate police station.
In this case, the alleged offence reportedly took place in Gurugram. The complaint was therefore transferred from Lucknow to Gurugram.
The Sector 17/18 police station in Gurugram subsequently registered a criminal case.
Police Arrest Suspect
Following the transfer of the case, police in Gurugram began their investigation.
Officers eventually located the suspect. On October 8, 2026, the 29-year-old man was arrested in the Sector 18 area of Gurugram.
According to police, the man is originally from Bareilly district in the Indian state of Uttar Pradesh.
He reportedly studied up to Class 12, the final year of secondary education in India.
Following his arrest, he was presented before a court in Gurugram.
The court subsequently ordered judicial custody. The man is therefore being held in state custody while the legal proceedings continue.
Police are continuing to investigate the allegations and collect further evidence.
No conviction has been handed down at this stage. The accused is presumed innocent unless and until proven guilty in court.
Why Deaf People Need Special Protection
The case also highlights an important social issue: people with disabilities can be particularly vulnerable in certain situations.
Deaf women can also become victims of violence, fraud or sexual exploitation. Like all other women, they have the right to safety, personal autonomy and protection from violence.
It is particularly important that deaf people are able to exercise their rights without communication barriers when dealing with the police and the courts.
Many deaf people use sign language as their first language. For them, sign language can provide a much more effective means of communication than written text.
Police and judicial authorities should therefore provide qualified sign language interpreters whenever necessary.
Appropriate communication methods must also be available for people who cannot speak.
These may include sign language, written communication or other suitable communication aids.
Every victim must have the opportunity to describe their experiences fully and clearly.
Accessibility Must Also Be a Priority in Law Enforcement
Effective communication is particularly important when investigating allegations of sexual violence.
The person affected must be able to understand the questions being asked. At the same time, the police and judicial authorities must ensure that their statements are accurately recorded and documented.
Defendants with hearing and speech disabilities are also entitled to accessible communication and a fair trial.
Nobody should be discriminated against because of a disability.
This also means that deaf people must be informed of their legal rights and given access to appropriate legal assistance.
The current case demonstrates that accessibility is not only important in schools, government offices and public transport. It also plays a crucial role in criminal investigations and the protection of people against violence.
Further Investigations Underway
The man’s arrest represents an important step in the ongoing investigation. However, the allegations have not yet been conclusively established.
Police must now verify the woman’s statements and secure further evidence.
Communication between the individuals, their contacts through Instagram and the circumstances surrounding the woman’s journey to Gurugram may also prove relevant to the investigation.
No further details about possible court proceedings have been made public so far.
For the woman concerned, it is important that her allegations are taken seriously and that she receives appropriate support throughout the investigation.
